L'ASSOCIATION
"KANGOUROU SANS FRONTIERES"
Les objectifs :
Cette association, а caractиre international, rйunit des
personnalitйs du monde mathйmatique dans de nombreux pays.
Elle a pour but de promouvoir la diffusion de culture
mathйmatique de base par tous les moyens et, en particulier,
par l'organisation d'un jeu-concours annuel ayant lieu le
mкme jour dans tous les pays concernйs.
Il s'agit de stimuler et motiver la grande majoritй des
йlиves en complйment d'autres actions, concours,
olympiades, rallyes...
Le jeu-concours Kangourou des Mathйmatiques contribue а la
popularisation et а la promotion des Mathйmatiques auprиs
de tous les jeunes.
Il
s'appuie sur la participation de tous а une manifestation
scientifique de masse et assure une large base populaire а
ces actions.
C'est un jeu destinй а attirer le maximum d'йlиves sans
but de sйlection nationale, ni de comparaison entre pays.
Les membres :
Chaque membre actif organise le jeu-concours et la diffusion
de documents dans son pays sous la responsabilitй d'une
personne morale (association, universitй, sociйtй, ...)
agrййe par l'assemblйe gйnйrale de l'Association
Kangourou Sans Frontiиres.
Lors de l'assemblйe gйnйrale annuelle les sujets des
questions du jeu-concours sont choisis en commun, et les
divers documents et prix sont йchangйs pour traductions ou
coйditions йventuelles.
Sous rйserve de ces йchanges et du respect des principes
йnoncйs dans cette Charte et dans le Rиglement intйrieur
de l'association, chaque membre organise librement le
jeu-concours et la diffusion de documents dans son pays.
Le jeu-concours :
Il ne comporte qu'un seule йpreuve : pas de sйlection, pas
d'йliminatoires, pas de finale.
Cette йpreuve a lieu, en mars, le mкme jour а la mкme
heure et consiste en un questionnaire а choix multiple de
trente questions de difficultй croissante, pour chacune
desquelles cinq rйponses sont proposйes.
Elle a lieu dans la langue du pays concernй.
La
diffusion de culture mathйmatique : Sous le nom de "Kangourou",
il est diffusй auprиs de tous les jeunes des brochures et
livres de jeux, de culture et de vulgarisation mathйmatique.
Dans ce cadre, l'association s'efforce de promouvoir les
йchanges entre les pays membres.
A ce titre des coйditions et des traductions rйciproques
d'ouvrages seront rйalisйs.
Et, chaque annйe, des sйjours-rencontres d'йtй sont
organisйs entre les laurйats des diffйrents pays.
Le jeu-concours lui-mкme est entiиrement financй par la
participation aux frais de chaque йlиve ou par la vente
des livres et brochures qui l'accompagnent.
La moitiй du budget total des actions prйsentйes sous le
nom de "kangourou", au moins, doit кtre
consacrйe aux йchanges et publications.

CHARTER OF THE
ASSOCIATION "KANGOUROU SANS FRONTIERES"
The Objectives :
This association is of international character and brings
together personalities from the world of mathematics from a
number of countries.
It aims to promote the spreading of a basic mathematical
culture by all means and, in particular, by organising an
annual game-contest to be held on the same day in all
participating countries.
It aims to stimulate and motivate the largest possible
majority of pupils as a complement to other actions,
competitions, Olympiads, rallies, ...
The game-contest "Kangourou des Mathйmatiques"
contributes to the popularisation and the promotion of
mathematics towards all young people. It is based on the
participation of the greatest number to a scientific mass
demonstration and ensures a large popular base for these
actions.
The
game intends to attract the maximum number of pupils without
aiming at any national selection nor a comparison between
countries.
The members :
Each active member organises the game-contest and the
distribution of documents in his country under the
responsibility of a moral person (association, university,
society, ...) which has been accepted by the General
Assembly of the association "Kangourou sans Frontiиres".
During the Annual General Assembly, the subjects of the
questions of the game-contest are chosen in common, and the
various documents and awards are exchanged for translations
and possible co-publishing.
Given these exchanges and provided that the principles
stated in the present Chart as well as the by-laws of the
Association are respected, each member organises freely the
competition and the distribution of documents in his (her)
country.
The contest :
It is composed of just one test : no selection, no
preliminary, no final test.
The contest takes place in March, on the same day and the
same hour in all countries and consists in a Multiple Choice
Questionnaire of thirty questions of increasing difficulty.
For each question a choice of five answers is provided.
The contest is held in the national language of each
organising country.
Mathematical
culture diffusion : Under the trade-mark Kangourou, books on
mathematical games and brochures on mathematical
vulgarisation are widely spread.
In that environment, the association tries to promote
exchanges between the country-members and to organise
co-publishing and cross-translations of books.
Every year summer-camps are organised for the winners of
various country-members.
The game-test itself is totally financed by the
participation-fees of the pupils or by the selling of
various books and brochures going with the contest.
One half at least of the total budget of all the actions
organised under the name Kangourou must be spent for
exchanges and publications.

L'ASSOCIATION "KANGOUROU SANS FRONTIERES"
Article 1.
Conformйment aux dispositions de la loi
franзaise du 1er juillet 1901 et aux dйcrets du 16 aoщt
1901, il est formй une association dйnommйe : "KANGOUROU
SANS FRONTIИRES". Son siиge est : 50 rue des Ecoles,
75005 Paris. Sa durйe est illimitйe.
Article 2.
Cette association a pour but de promouvoir
la diffusion de la culture mathйmatique de base par tous
les moyens, et en particulier par l'organisation d'un
jeu-concours ayant lieu le mкme jour dans tous les pays
concernйs. Elle йtablira des relations amicales avec
d'autres organisations ou associations internationales
partageant les mкmes objectifs.
Article 3.
Les moyens d'action de l'association sont
l'organisation du concours, la rйalisation et la diffusion
de documents, logiciels, films, йmissions, messageries, la
mise en place de rйseaux d'information ou d'animation,
l'organisation de rencontres et d'йchanges entre jeunes et
entre professeurs, colloques, stages,... Les principes de
l'organisation des concours nommйs "Kangourou"
dans chaque pays sont fixйs par la prйsente association.
Cependant, chaque pays reste entiиrement maоtre de sa
gestion, sans que l'Association "Kangourou sans
frontiиres" puisse кtre tenue responsable, ni
financiиrement, ni juridiquement, de l'organisation du
concours dans un pays particulier.
Article 4.
L'association se compose de ...
- membres actifs, personnes cooptйes а la majoritй des
deux tiers par l'assemblйe gйnйrale annuelle,
- membres d'honneur, personnes ayant rendu des services
signalйs а l'association et qui sont dispensйs de
cotisation,
- membres associйs, personnes susceptibles de faire
bйnйficier l'association de leur aide et de leur conseils.
Article 5.
La liste des membres actifs fondateurs est
annexйe aux prйsents statuts. L'admission de nouveaux
membres est soumise а l'acceptation soit de la majoritй du
Conseil d'Administration, soit de celle des membres
prйsents а l'Assemblйe Gйnйrale annuelle. La
rйpartition des nationalitйs des diffйrents membres doit
traduire autant que faire se peut la rйpartition des
actions de l'association dans les diffйrents pays oщ elle
intervient. La qualitй de membre de l'association se perd
par dйmission, ou par radiation prononcйe pour non
paiement de la cotisation ou pour motifs graves par
dйcision du conseil d'administration.
Article 6.
Les ressources de l'association
comprennent :
- les cotisations,
- les conventions passйes avec des institutions ou
organisations nationales ou internationales,
- les produits йventuels des manifestations, activitйs et
publications, organisйes pour la rйalisation des objectifs
prйvus aux articles 2 et 3.
Article 7.
L'association est dirigйe par un Conseil
d'Administration, йlu pour deux ans par l'Assemblйe
Gйnйrale et dont les membres sont choisis parmi les
membres actifs de l'Association ; ils sont rййligibles. Le
Conseil d'Administration est composй de six membres : un
Prйsident, un vice-prйsident, deux Secrйtaires, un
Trйsorier, un Trйsorier adjoint.
Article 8.
Le Conseil d'Administration se rйunit une
fois par an au moins , sur convocation du Prйsident ou sur
la demande de quatre de ses membres. Les dйcisions sont
prises а la majoritй des voix.
Article 9.
L'Assemblйe Gйnйrale de l'association
comprend tous les membres de l'association et se rйunit une
fois par an. Elle est convoquйe par le Prйsident, les
membres devant кtre informйs de son lieu et de sa date un
mois avant sa tenue. Son ordre du jour est rйglй par le
Conseil d'Administration. Elle entend les rapports sur la
gestion du Conseil d'Administration, la situation
financiиre et morale de l'association. Elle approuve les
comptes de l'exercice clos, vote le budget de l'exercice
suivant, dйlibиre sur les questions mises а l'ordre du
jour et pourvoit au renouvellement des membres sortants du
Conseil d'Administration. Lors de certains votes, а la
demande des reprйsentants de cinq pays, ces votes pourront
se dйrouler selon le principe un pays/une voix.
Article 10.
Une Assemblйe Gйnйrale extraordinaire
peut кtre rйunie par le Prйsident ou sur la demande de
quatre membres du Conseil d'Administration, ou sur la
demande de la moitiй plus un des membres .
Article 11.
Un rиglement intйrieur peut кtre
йtabli par le Conseil d'Administration qui le fait
approuver par l'Assemblйe gйnйrale. Ce rиglement fixe
les divers points non prйvus par les statuts, notamment
ceux qui ont trait а l'administration interne de
l'association.
Article 12.
Les statuts peuvent кtre modifiйs sur
proposition du Conseil d'Administration ou du dixiиme des
membres ; les propositions doivent parvenir aux membres
quinze jours avant l'Assemblйe Gйnйrale devant statuer а
leur sujet. Cette assemblйe dйlibиre valablement si elle
rйunit la majoritй des membres, et ses dйcisions sont
prises а la majoritй absolue des membres prйsents.
Article 13.
En cas de dissolution prononcйe par les
deux tiers au moins des membres prйsents а l'Assemblйe
gйnйrale, un ou plusieurs liquidateurs sont nommйs par
celle-ci et l'actif, s'il y a lieu est dйvolu conformйment
а l'article 9 de la loi du 1er juillet 1901 et au dйcret

STATUTES OF THE
"KANGOUROU SANS FRONTIERES" ASSOCIATION
Item 1.
According to the steps of the French law
of the 1st July 1901 and to the statutory orders of the 16th
August 1901, it is formed an association whose name is :
"KANGOUROU SANS FRONTIERES". Its Head office is at
: 50 rue des Ecoles, 75005 Paris France. Its duration is
permanent.
Item 2.
This association aims to promote the
diffusion of the basic mathematical culture by every
possible means, and particularly by the organisation of a
contest taking place the same day in all the concerned
countries. It will establish friendly relationships with
others organisations or international associations which
have the same goals.
Item 3.
The means of action of the association are
the organisation of the contest, the realisation and the
diffusion of documents, softwares, films, TV productions,
mails, the setting up of information or animation networks,
the organisation of meetings and exchanges between children
and between teachers, colloquiums, training periods The
principles of the organisation of contests whose name is
"Kangourou" in each country are decided by the
present association. However, each country stays entirely
free of its management, without the "Kangourou sans
frontiАres" association being held as responsible
financially, legally, for the organisation of the contest in
a particular country.
Item 4.
The association is composed of ... -
active members, co-opted persons at the two thirds majority
by the annual general meeting, - honorary members, persons
who have been of great help to the association and who are
devoid of subscriptions, - associated members, persons
liable to help and advise the association.
Item 5.
The active and founder members' list is
annexed at the present statutes. The admission of new
members is submitted either to the majority of the Board of
directors or to the majority of the members present at the
annual general meeting. The distribution of the different
members' nationalities must reflect as much as possible the
associations' shares in the different countries where it
takes place. The quality as member of the association is
lost by resignation or by the striking out pronounced for
non-payment of the subscription or for serious grounds, by
decision of the Board of directors.
Item 6.
The associations' resources include : -
the subscriptions, - the conventions passed with
institutions or national or international organisations, -
the eventual products of trade fairs, activities,
publications organised for the realisation of the goals
planed at items 2 and 3.
Item 7.
The association is directed by a Board of
directors, elected for two years by the general meeting and
chosen among the active members of the association ; they
are re-eligible. The Board of directors is composed of 6
members : a chairman, a vice-chairman, two secretaries, a
treasurer, a deputy treasurer.
Item 8.
The Board of directors meets at least once
a year, on notification by the chairman or by demand of four
of its members. The decisions are taken at the majority of
the votes.
Item 9.
The associations' general meeting includes
all the members of the association and meets once a year. It
is notified by the chairman, the members have to be informed
of its place, and its date, a month before it is held. Its
agenda is decided by the Board of directors. It deals with
the reports about the Board of directors' management, the
financial and moral situation of the association. It
approves the accounts of the last exercise, it votes the
budget of the next exercise, its deliberates about the
questions on the agenda and provides to the renewal of the
outgoing members of the Boards of directors. For some
votings at the request of the representatives of five
countries, the votings can be made on according to the
principle of a vote per country.
Item 10.
A extraordinary general meeting can be
called by the chairman or by demand of four members of the
Board of directors or by demand of the half of the members
plus one.
Item 11.
Internal rules of order can be drawn up by
the Board of directors and have to be approved by the
general meeting. This internal rules of order fix the
different points defined by the statutes, in particular
those which concern the internal administration of the
association.
Item 12.
The statutes can be modified on the
proposal of the Board of directors or of one tenth of its
members ; the proposals must be sent to the members fifteen
days before the general meeting which have to rule on their
subjects. This meeting deliberates validly if it gathers the
majority of the members, and its decisions are taken by the
absolute majority of the present members.
Item 13.
In case of dissolution, pronounced by the
two thirds at least of the members present at the general
meeting, one or several clearancers are nominated by it and
the assets are allotted according to the French law of 1st
July 1901 and to the decree of the 16th August 1901. End of

INTЙRIEUR DE L'ASSOCIATION KANGOUROU SANS FRONTIИRES

1. LE CONCOURS KANGOUROU
Les membres associйs et actifs dйclarent
vouloir participer а l'organisation du jeu-concours dйcrit
dans le document joint, en annexe 1, intitulй "Charte
du Kangourou sans frontiиres" et adhйrer aux
objectifs qui y sont exprimйs.
2. MEMBRES ACTIFS & ASSOCIES
2.1 La qualitй de membre "actif"
ou "associй" s'acquiert, а partir de 1997 par
acceptation, soit а l'unanimitй du bureau, soit а la
majoritй des deux tiers (2/3) lors d'une assemblйe
gйnйrale. Un "membre actif" est le reprйsentant
d'une personne morale (Universitй, Association, Sociйtй,...)
chargй d'organiser le jeu-concours Kangourou dans son aire
gйographique et de percevoir les fonds correspondants.
Les "membres associйs" sont soit des personnes
participant а l'organisation locale du jeu-concours sous la
responsabilitй d'un membre actif, soit des personnes
intйressйes par le jeu-concours.
2.2 Le candidat au statut de "membre
actif" doit indiquer la personne morale а laquelle il
compte s'adresser pour l'organisation pratique du
jeu-concours Kangourou. Le membre actif s'engage а ce que
cette personne morale soit informйe du rиglement
intйrieur de l'association et fait son affaire de ce que
cette personne morale en respecte les termes, en particulier
concernant la cotisation et l'utilisation du nom "Kangourou
des Mathйmatiques". Cette personne morale sera
chargйe de percevoir les participations des йlиves au
jeu-concours Kangourou.
2.3 Chaque membre actif acceptй lors
d'une Assemblйe Gйnйrale doit approuver par йcrit ce
rиglement intйrieur et ses annexes, dans les trois mois
qui suivent cette Assemblйe Gйnйrale. Il dispose alors de
la possibilitй d'organiser dans sa ville, sa rйgion ou son
pays un jeu-concours utilisant le nom "Kangourou"
(ou sa traduction dans quelque langue que ce soit). Une
attestation en ce sens lui est dйlivrйe par le Prйsident
de l'association.
2.4 La qualitй de membre actif est
accordйe pour une ville, une rйgion ou un pays, sans
pouvoir dйpasser ce cadre gйographique par quelque
procйdй que ce soit. En effet, seuls les membres du bureau
sont habilitйs а reprйsenter l'association sur le plan
international.
La qualitй de membre actif se perd pour non respect de ce
rиglement intйrieur ou par non paiement de la cotisation,
et est notifiйe dиs lors que le bureau aura constatй ce
non respect. Tout membre du bureau, s'il est aussi membre
actif, est rйputй dйmissionnaire dиs lors qu'il n'aurait
pas respectй la charte ou payй sa cotisation. La liste des
membres actifs est donnйe en annexe3.
3. OBLIGATIONS DES MEMBRES ACTIFS
Chaque membre actif s'engage а :
3.1 organiser le jeu-concours Kangourou
dans sa rйgion а la date dйcidйe chaque annйe par
l'assemblйe gйnйrale. Cette date ne peut en aucun cas
кtre avancйe. Pour des raisons d'organisation
particuliиre а une rйgion, la date du jeu peut кtre
exceptionnellement reportйe. Certaines parties ou rйgions
d'un mкme pays peuvent exceptionnellement concourir а une
autre date ; cependant cette date doit toujours кtre
postйrieure а la date commune, sauf si le pays en question
propose а ces quelques rйgions des sujets sans aucun point
commun avec les sujets europйens. La date de diffusion des
solutions (par lettre, minitel ou internet) est communiquйe
chaque annйe par le bureau а chaque membre, de maniиre а
йviter la divulgation йventuelle dans des pays qui
auraient concouru tardivement.
3.2 faire parvenir ses propositions de
sujets, pour l'annйe suivante, avant le 31 juillet de
chaque annйe (а une adresse qui aura йtй dйfinie а la
prйcйdente assemblйe gйnйrale). Prйcisйment, chaque
pays envoie 20 questions par niveau dont 5 premiиres
questions, 10 de difficultй moyenne et 5 derniиres
questions avec les rйponses. Le pays organisateur des
journйes annuelles, et dйsignй chaque annйe,
sйlectionne alors, pour chaque niveau, 15 questions а 3
points, 15 а 4 points et 15 а 5 points et distribue а
chaque pays un exemplaire de l'ensemble des questions
reзues. Le choix dйfinitif est fait lors des journйes
annuelles de l'association а partir de l'ensemble des
documents.
3.3 proposer, pour le jeu-concours
Kangourou qu'il organise, les questions qui ont йtй
dйcidйes en commun lors de l'assemblйe gйnйrale.
Cependant, chaque membre actif est autorisй, pour des
raisons justifiйes par les particularitйs des programmes
scolaires dans sa rйgion, а changer jusqu'а cinq des
trente questions communes. De mкme, l'ordre croissant de
difficultй des questions est laissй а l'apprйciation de
chaque membre actif.
3.4 faire envoyer au siиge de
l'Association au moins un exemplaire de chacun de ses sujets
et, dans la mesure du possible, de ses prix et autorise
l'Association а les exposer publiquement.
3.5 кtre prйsent ou reprйsentй а
l'Assemblйe Gйnйrale annuelle et а y fournir un rapport
йcrit complet (rйdigй dans l'une des deux langues
officielles, le Franзais ou l'Anglais), en particulier des
statistiques (sur le modиle joint en annexe) et un bilan
financier de l'organisation du jeu-concours dont il est
responsable pour le compte de la personne morale а laquelle
il s'est associй.
3.6 disposer d'une adresse et d'un
secrйtariat permanent, ceci de maniиre а faciliter les
йchanges entre chaque membre et entre les membres et le
bureau. En particulier un tйlйphone, un fax et un e-mail
sont indispensables. Un modиle de fiche correspondant au
rapport annuel rйsumй est donnй en annexe 2.
4. COTISATIONS
4.1 Seuls les membres actifs sont
assujettis а une cotisation. Cette cotisation est versйe
par la personne morale reprйsentйe par le membre actif.
Chaque pays paie 3 (trois) centimes (centimes franзais) par
participant au concours, avec un minimum de 500 FF (cinq
cents francs franзais).
4.2 Provisoirement, le montant de cette
cotisation peut кtre acquittй, sur justification des frais,
par l'organisation de la Rencontre Annuelle.
4.3 La cotisation est versйe avant le 31
Mai de chaque annйe.
5. VOTES
5.1 Le droit de vote est rйservй aux
membres actifs.
5.2 Lors des votes, chaque membre dispose
d'une voix augmentйe d'une voix par centaine de milliers de
participants dйpassйe, avec un maximum de trois voix
supplйmentaires.
5.3 En cas d'йgalitй des voix lors d'un
vote, la voix du prйsident est prйpondйrante.
6. DЙPENSES
Toute dйpense supйrieure а 10 000 francs franзais ne
peut кtre engagйe sans l'accord du Conseil
d'Administration.
7. EXPLOITATION DU NOM "KANGOUROU"
7.1 L'utilisation du nom "Kangourou"
et du logo du concours par l'Association "Kangourou
sans frontiиres" et ses membres est rйglйe par un
contrat liant l'Association au propriйtaire de la marque
"Kangourou".
7.2 Toute utilisation commerciale, ou
toute exploitation de produits dйrivйs du concours
lui-mкme devra donc avoir l'agrйment du propriйtaire de
la marque "Kangourou" et faire l'objet d'un accord
avec lui.
8. REGLES PARTICULIИRES
8.1 Les langues officielles de
l'association Kangourou sans Frontiиres sont le franзais
et l'anglais.
8.2 La modification de ce rйglement
intйrieur rйclame la majoritй des deux-tiers des membres
actifs prйsents ou reprйsentйs.

BY LAWS OF THE
ASSOCIATION
KANGOUROU SANS FRONTIERES
adopted by the general meeting on 15th
December 1996 modified by the general meeting on the 8th
November 1997
1. THE KANGOUROU COMPETITION The
associated and active members declare that they want to
participate in the organization of the contest described in
the attached document (see annex 1) "The chart of the
Kangourou Sans Frontieres" and stick to the objectives
which are expressed.
2. ACTIVE & ASSOCIATED MEMBERS
2.1 The quality of "active" or
"associated" member is held from 1997 on either by
unanimous agreement of the board of directors or by
agreement of the two thirds of the participants during a
general meeting. "An active member" is the agent
of a moral person (University, Association, Firm,...) which
agrees to organize the Kangourou contest in its own
geographical area and to collect the corresponding funds.
The" associated members" are, either people who
participate to the local organization of the contest under
the responsibility of an active member, or people interested
by the contest.
2.2 The candidate to the statute of "active
member" has to indicate the moral person he will
contact for the practical organization of the Kangourou
contest. The active member promise that this moral person
knows the Bylaws of the association and does his best so
that the moral person respects the terms concerning
especially the subscription and the use of the name "Kangourou
des Mathйmatiques". This moral person will have to
collect the pupils' contributions at the Kangourou contest.
2.3 Every active member accepted during a
general meeting has to approve by writing the association's
Bylaws and annexes within three months following the general
meeting. After which, he has the possibility to organize in
his town, his area or his country a contest using the name
of "Kangourou" (or its translation into whatever
language). A testimony, in this way, is delivered by the
association's chairman.
2.4 The "active member" title is
granted to a town, an area or a country without exceeding
these geographical limits in any way. Indeed, only the
members of the committee are entitled to represent the
association on the international level. Ф The "active
member" title is lost if the by-laws are not respected
or if the subscription is not paid. It is notified as soon
as the committee has established this non-respect. Every
member of the committee if he is active member too, is
considered as resigning as soon as he does not have
respected the charter or paid his subscription. A list of
the active members is given in annex number
3. 3. THE ACTIVE MEMBERS' DUTIES Every
active member commits to :
3.1 organize the Kangourou game-contest in
his area at the date which is determined every year by the
general meeting. This date, in any circumstance, cannot be
advanced. For particular organizational reasons in an area
the contest-date can be exceptionally postponed. Some parts
or areas of a same country can exceptionally compete at an
other date ; however this date must always be subsequent to
the common date unless the country proposes to these areas
subjects without common points with the European subjects.
The date of publishing the solutions (by mail, minitel or
internet) is indicated each year to each member, so as to
avoid the possible disclosure in the countries who would
have been late in organizing the contest.
3.2 send his subjects' proposals for the
next year, before the 31st July of each year (at an address
which will have been defined during the previous general
meeting).
3.3 propose for the Kangourou contest he
organizes the questions which were decided in common during
the general meeting. However, every active member is
authorised, for reasons justified by the characteristics of
school-programs in his area, to change, up to five of the
thirty common questions. In the same way, the increasing
difficulty of the questions is estimated by every active
member.
3.4 send to the head office of the
association at least one copy of every subject and, if
possible, prizes and authorises the association to expose
them to the public.
3.5 be present or represented at the
annual general meeting and to give it a written and complete
report (written in one of the two official languages :
French and English), particularly statistics (according to
the annexed model, see annex 2) and a financial balance of
the game-competition's organization for which he is
responsible on behalf of the moral person who is his partner.
3.6 have an address and a permanent
secretariat in order to simplify the exchanges between every
member and between the members and the committee. Especially,
a phone, a fax and an e-mail are essential. A standard model
of an annual report is given in annex2.
4. SUBSCRIPTIONS
4.1. Only the active members have to pay a
subscription. This subscription is paid by the moral person
represented by the active member. Each country pay 3 (three)
French cents per contest's participant with a minimum
participation of 500 FF (five hundred French Francs).
4.2. Temporary, the amount can be paid on
expenses justification by the annual meeting organization.
4.3. The subscription is deposited before
31st May of each year.
5. VOTINGS
5.1 The voting right is reserved to the
active members.
5.2 During the voting, every member has
one vote which is raised by one vote for every hundred
thousand participants, with a maximum of three additional
votes.
5.3 When there is equality during a voting,
the Chairman has a casting vote.
6. EXPENSES Ф Any expense which is above
10 000 French francs cannot be engaged without the board of
director's agreement.
7. THE USE OF THE NAME AND TRADEMARK
KANGOUROU
7.1 The use of the name "Kangourou"
and the contest's logo by the association "Kangourou
Sans FrontiАres" and its members is settled by a
contract which binds the association to the owner of the
"Kangourou" trade.
7.2 All commercial uses or all
exploitations of products derived from the contest itself
will have to obtain the agreement of the owner of the "Kangourou"
trade marks and be the subject of a separate agreement with
him.
8. SPECIAL RULES
8.1 The official languages of the
Association "Kangourou Sans Frontiиres" are
French and English .
8.2 The modification of the by-laws
requires a majority of two thirds of the active members
present or represented.
